Where is the Money Going?

At the September 23, 2019 City Council Work Session, Assistant City Manager Kimberly Greer provided an update on the $800,000 budget that was established for CH2M Hill/Jacobs Engineering to project manage the build out of parks funded by Johns Creek's Parks Bonds. To date, $450,000 has been spent. The full memo with all budgetary analysis and recommendations can be found here.

Can anyone point to the progress that would justify over 56% of that budget already being spent? What is Jacobs Engineering doing to consume more than half of the budget? Is it any surprise that City Staff recommended continuation of the existing contract with Jacobs Engineering?
